New Town Building added

Today ends the auction for a new Town in Marcoland, starting tomorrow there will be a new presindent and another town for wars.

Meanwhile, today I added the Town Auction House, towns will be able to auction their surplus gems, metals, quarzes and weapons to loyal citizens.
